[Esip-citationguidelines] ROR ID's and journal / data submissions

Hello Kevin and Vancouver,

The group hasn’t discussed RORs in any level of detail, but I do think we’re a good group to ask. I suspect Ted Habermann may have some advice. 

Regardless, I’m certainly interested in the plan you come up with. I think y’all are exploring the leading edge with this topic.
