Merriam-Webster (perhaps the leading dictionary in the US) defines
institution as
"1a: an established organization or corporation (such as a bank or
university) especially of a public character."

Isn't a repository a type of institution?

I think the options defined for publisher_type and other similar attributes
were intended to cover all possibilities. So although it might be unclear
in some cases which value is most appropriate, at least one of them should
be sufficient.
