[Esip-semanticharmonization] [EXT] Alternating/rotating time slot for semantic harmonization meetings? (2nd try)

I'm guessing the issue comes down to finding a time that works for North
America, Europe and Australia/Newzealand. It's currently set up to work for
North America/Europe (late).
