[ESIP-all] Proposed Amendments to Constitution and Bylaws

Last year, the Assembly tasked the Executive Committee with studying the
ESIP Federation's membership model.  A Membership Working Group was
formed.  That group met during a 2-day period last fall, with draft
recommendations being circulated subsequently.  The attached document is
the end result of that meeting, make a number of changes (some
clarifying) to the ESIP Federation's Constitution and Bylaws.  While
this document will not be voted upon at next week's ESIP Federation
meeting, it will be discussed during the Business meeting.

Please feel free to offer comment either before the meeting to me in the
event you are unable to attend next week.  A final vote will occur in
the fall, depending on the outcome next week.
