[ESIP-all] voting proxies

As we approach the winter meeting, it is important to have as many votes as
possible so that we may have a quorum to conduct federation business.  For
those of you that are not attending but are sending a representative, please
be sure to designate them as a proxy and send their information to Michael
Goodman, chair of constitution and bylaws for the federation.

you as possible in just a couple of weeks.
