[ESIP-all] CF Standards Cluster

An ESIP CF-Standards Cluster was formed at the Summer Meeting. Its objectives are to:
 -Propose extensions to the CF metadata conventions that are relevant to observational data
 -Create use cases that demonstrate the value of CF usage for remote sensing data
 -Provide tutorials at Federation meetings on the use of the CF conventions
