[ESIP-all] Update for the P&S Request for Proposals

Hello,

The current Products & Services Testbed RFP
<http://testbed.esipfed.org/node/9168> is being extended for incubator
projects (Section 1.0) through the end of June. These are small proof of
concept projects, of interest to the ESIP community, and I will absolutely
relax the 3pg limit if anyone would like to submit their proposal in zine
form.

Call's open until June 30, 2016.
