[ESIP-all] Rebooting the ESIP Discovery Cluster

Greetings!  At a winter ESIP session (Connecting Data with Data Usage: a Graph Approach<https://2020esipwintermeeting.sched.com/event/Xrho/connecting-data-with-data-usage-a-graph-approach>), we decided to reboot the ESIP Discovery cluster to work on Usage-based Discovery, i.e., finding data based on how the data are used. We will be having our first meeting to move that forward on Thursday, Feb. 27 at 3:00 ET.
