[ESIP-all] update to NSF Geoinformatics (GI) solicitation: NSF 23-594

Dear colleagues,

I am writing to alert you to the revision of the program solicitation for the NSF Geoinformatics program. The Geoinformatics program funds the deployment, operation, and sustainment of cyberinfrastructure (CI) resources to serve and support Earth Sciences research and education. The document number for the revised Geoinformatics (GI) solicitation is NSF 23-594 and can be found here: https://new.nsf.gov/funding/opportunities/geoinformatics-gi.

Here are some of the key changes and attributes for the revised Geoinformatics solicitation:

  *   Funding Tracks: Funding tracks have been updated as Innovative Resources (former "Catalytic" track) to support early-stage development, deployment, and community-building, and Sustained Resources (combines former "Facility" and "Sustainability" tracks) to support sustained operations and community support for mature cyberinfrastructure resources.
  *   Target Dates: For the upcoming competition, proposals are now due by December 1, 2023 (instead of the previous deadline of August 15, 2023). In addition, please note the requirement that proposers to the Sustained Resources track submit a Concept Outline at least 3 months in advance of the target date; i.e., by September 1, 2023. (This requirement does not apply to the Innovative Resources track.)
  *   Innovative Resources track projects are limited to $200,000 per year for up to 3 years. This limit applies to the total project budget across collaborative proposals. Typically, follow-on projects that have previously been supported through the Geoinformatics program are not eligible for Innovative Resources support and should instead be submitted to the Sustained Resources track.
  *   Sustained Resources track projects are not subject to a firm budget limit, but the program is constrained in what it can support. The required submission of the Concept Outline in advance of full proposal submission will enable NSF to ascertain whether the expected focus and budget of proposed projects are appropriate. Program feedback to PIs on Concept Outlines will occur no later than 4 weeks after receipt. In anticipation of future program changes, expected Sustained Resources project durations are 3-4 years for December 2023 target date submissions and 3 years for December 2024 target date submissions.

The revised solicitation provides substantial clarification on the scope of Geoinformatics program support. It also provides updates on requirements and resources for proposal submission.
