[ESIP-AQ] CEC North American Emissions Inventory Database

Dear ESIP Air Quality Work Group,

Under the North American Agreement on Environmental Cooperation, the 
Canada, Mexico, and the United States work together on various projects 
through Commission on Environmental Cooperation (CEC) (www.cec.org).  The 
CEC Secretariat has just released a Request for Proposals for the 
development of an on-line, queryable, trinational database of GHG and 
black carbon (and related co-pollutants) emissions information.  The 
project will include the development of a common data dictionary and 
metadata for the emissions information and the development and 
implementation of web service protocols to provide open access to the 
data.

I'm circulating this to this community in hopes that you will be able to 
provide input and guidance to this project, and in turn, the formats, 
dictionaries, and web services developed during the project will be useful 
to the broader community. 

Feel free to circulate the RFP to interseted parties.  Note that the RFP 
is on a very tight schedule, with responses due on 14 January  with an 
expectation that a contract award could be made by the end of January. The 
CEC Secretariat would like to complete the work before 1 July 2013.  If 
you have questions about the RFP, you should contact Orlando Cabrera 
Rivera of the CEC Secretariat who is copied on this email. 

I will provide updates on the project as it progresses and alert you when 
their are opportunities to provide specific input.
