[Esip-citationguidelines] Citations in OpenDAP

JG has definitely been in the loop on this, but (in the interests of 
accurate citation :-) ), OCCUR was developed by Niklas Griessbaum (Bren 
PhD student), with a little guidance from yours truly.

Niklas would be happy to e-demo OCCUR, if y'all are interested.
