[Esip-cor] [EXTERNAL] Fwd: [ESIPFed/sweet] pull in catalog-v001.xml file with namespace mapping to local files (#148)

Right ... and I was just thinking about including catalog-v001.xml  as part
of what's generated from the watchdog program that takes care of
registering updates from github to COR ...  But still, it would require a
manual step from the user anyway.
