[Esip-disasters] Notes Posted + Active Collaboration areas

If you go to the Disaster Cluster wiki page (
http://wiki.esipfed.org/index.php/Disasters), you'll also see that I've
added Geo-Collaborate, Cascadia Rising, and our continued interest in
establishing Trusted Data sources as *Active Collaboration* areas (in the
large blue box). We can populate these pages with information on the
progress of these areas and add more active collaboration areas as needed.
