[Esip-discovery] Discovery Cluster Meeting this Tuesday, Sept. 13

Making the Discovery Cluster as the author also sounds consistent with at
the charrette having white papers and ideas coming from communities,
rather than individuals.
 
I'll signup to write the Governance section.
