[Esip-discovery] Modification to Discovery Change Proposal 9

I made a small modification to DCP-9, on versioning, to include an attribute esipdiscovery:version in the <feed> element.

For simplicity's sake, I'll keep the same Doodle poll up there:  if you already voted and want to now change your vote, you should be able to do that. Let me know if you can't.
