[Esip-documentation] how to describe flag_values, flag_meanings in netCDF

Preferably with underscores for human readability. Here is how GHRSST does it. You can find some practical examples in this doc:

What Ted said and the flag_meanings content must be a blank-separated list
of phrases describing in the same order each flag_values value. Multi-word
phrases should be connected with one of: "_”, ".", "+","-“, and "@“.
