I don’t think it is. The document describing the WKT format is "OpenGIS
Implementation Standard for Geographic information - Simple feature access
- Part 1: Common architecture” (OGC 06-103r4, version 1.2.1, 2011-05-28)
and in it the point is described as (x, y), where both x and y are
described as signed numeric literals. What x and y means is solely
determined by the CRS.
