[Esip-documentation] ACDD convention documentation is updated

I have updated all the ACDD documentation to reflect the approval of ACDD 1.3.

Changes made:
- Updated the front Category page  and the main ACDD URL (http://wiki.esipfed.org/index.php/Attribute_Convention_for_Data_Discovery), to point to 1.3 as the current version
- Updated the Category page to reflect the expected work on a groups-aware 2.0 version.
- Created a new target page for the "ACDD Working" link, and a placeholder for issues re 1.3
  - The 2.0 ACDD group can decide whether they want to work within that working document, or elsewhere
  - In theory new proposals might be minor enough to change 1.3, but it's likely 2.0 is the next significant change
