[Esip-documentation] on documenting instrument and platform metadata

All,
The approach I suggested at ESIP last winter is very general and includes all aspects covered by ISO (discovery, use, understanding). It addresses all of these problems without creating any new standards. i think the same approach could be used with SensorML (and probably GML) but have not demonstrated that yet... Comments / suggestions welcome...
