[Esip-documentation] ACDD: add "locations" & "locations_vocabulary"?

The current Attribute Convention for Dataset Discovery (ACDD-1.3
<http://wiki.esipfed.org/index.php/Attribute_Convention_for_Data_Discovery>)
provides the following fields for capturing keywords:

keywords
keywords_vocabulary

instrument
instrument_vocabulary

platform
platform_vocabulary

I would propose the addition of the following:

locations
locations_vocabulary

This would allow us to enter, for example, GCMD Location Keywords
<http://gcmdservices.gsfc.nasa.gov/static/kms/locations/locations.csv?ed_wiki_keywords_page>
to help enable placename-based data searches:

locations: "Continent > North America > United States Of America > Hawaii,
Ocean > Pacific Ocean > Central Pacific Ocean > Hawaiian Islands > Oahu"
locations_keyword: "GCMD Location Keywords"
