[Esip-imcoderegistry] Best practices: Registering software in the IMCR

Hi folks,

The metadata wizard of the IMCR makes software registration easy, however
some additional guidance is necessary to ensure content can be searched and
discovered on the users end. I've added some notes on how to complete
particularly sensitive fields within the metadata to the IMCR Best
Practices Wiki <http://wiki.esipfed.org/index.php/Best_practices#IMCR_2>.
Please consult these when registering your software and comment on any
changes you'd like to see made.
