[Esip-infoquality] new day/time for ESIp IQ telecon

According to the Doodle poll, the winners are the 1st (first place) and the 3rd Tue (second place) at the 3 pm EDT.

As we are gearing towards the ESIP summer meeting, I suggest using both slots in May, i.e., May 3 and May 17.
