[Esip-infoquality] Use Case Analysis

As you know we will be having our telecon today at 11 AM (PDT). One of the action items from the previous telecons was for us develop an explanatory document to clarify the purpose of use cases and support use case development and analysis to be conducted by ESIP IQC. I am attaching such a document here. This is largely based on the report that the NASA Data Quality Working Group had prepared in 2015. Please look it over and let me know if you have any questions or suggestions for improvement.
