[Esip-preserve] Preservation and Stewardship Telecon update

I just received some late breaking news.  The first 4 items on the  
ESIP proposal will be funded.  One of those items, a small amount of  
money for experiments with unique identifiers for data, falls under  
the purview of this group.  I've added a kickoff discussion of that  
topic to tomorrow's agenda.
