NOAA Administrative Order (NAO) 212-15 Updated Dec 2, 2008. 

NAO 212-15: Management of Environmental and Geospatial Data & Information.

NAO’s are high level policies, responsibilities, and procedures used by
NOAA (like SOPs). Many NAOs date back to 1991; time consuming process to
create or update an NAO. 
NAO 212-15 Purpose: “…establishes a NOAA policy for acquiring,
integrating, managing, disseminating, and archiving environmental and
geospatial data and information obtained from worldwide sources to
support NOAA's mission.”

NAO is largely driven by:Public Law 106-554; H.R. 5658. Section 515.
Office of Management and Budget (OMB)  "policy and procedural guidance
to Federal agencies for ensuring and maximizing the quality,
objectivity, utility, and integrity of information (including
statistical information) disseminated by Federal agencies."

Data and Information “Quality'' includes: 

Utility – Usefulness of the information to the intended users. 
Objectivity – Presentation of information in an accurate, clear,
complete, and unbiased manner. 
Integrity – Protection of information from unauthorized access or
revision, to ensuring no compromise through corruption or falsification.
