[Esip-preserve] Data Committee

I can go with that, but want to be picky and make sure each phrase like " To facilitate xx of Earth system science data" makes sense.

We have:
1. facilitate the long-term preservation of Earth system science data. -- good.
2. facilitate stewardship of Earth system science data. -- good.
3. facilitate access of Earth system science data. -- fair; access to .. would be better.
4. facilitate reference of Earth system science data. --?? Not sure.

or use 'reference' instead of 'citability'?
