I do like this, but...

Is the "... practices and standards that ensure ... access to ... data
..." in a) redundant with the "...facilitate accessing ... data" in
b)?

The way we 'facilitate' something is usually to
develop/evolve/foster/adopt practices and standards that do it.


We could remove "accessing" from c. and put "citation" back in (As
Kathy pointed out, that term has special meaning, and it would be nice
to include it -- I also prefer 'citation' to 'citability'
aestheticly..)


c. To facilitate reference and citation of Earth system science data.
