Reading "a" in the list again, I find hard to parse it. Is it supposed to mean:


(To develop, evolve, foster, or adopt practices and standards) that
ensure (continued and reliable information content of ESS data, quality of ESS data, access
to ESS data, and usability of Earth system science data) (for as long as they
are deemed to be of value).

The problem is that it is a long sentence with "access to" appearing in the middle of items that need to go with "of".  We could drop the "access to" here and cover it in "c" thereby removing the redundancy as well as the parsing issue. Thus,

a) To develop, evolve, foster, or adopt best practices and standards that
ensure continued and reliable information content, quality, 
and usability of Earth system science data for as long as they
are deemed to be of value.

b) To facilitate the long-term preservation and stewardship of Earth
system science data.

c) To facilitate accessing, referencing and citing Earth system science data.

Alternatively

c) To facilitate access to and citation of Earth system science data. [I think referencing and citing are the same - so avoid redundancy]

d) To facilitate the development of data science as a professional
discipline that adds value and increases the use of Earth system
science data.

The phrase, "best practices", is commonly use.

So for (a), should we say, "To develop, evolve, foster, or adopt practices..." or ""To develop, evolve, foster, or adopt best practices..." ?

Everyone has practices, but it may be the cluster's role to identify which are the best practices.
