They took the wrong approach, but the DIF now supports the DOI (only).

> The Digital Object Identifier (DOI) proposal was submitted on 11/18/11. Five responses were received and can be reviewed below. The proposal will be implemented as planned (details attached). DOIs are widely used and publicly accepted throughout the Earth science community. NASA’s Earth Observing System Data and Information System (EOSDIS) personnel are planning to implement DOIs for data sets within NASA data centers. Therefore, accommodating the DOI field in the DIF will be a beneficial addition for both data set providers and users. A number of collaborators (outside EOSDIS) have also requested that the DIF accommodate the DOI.

> A few responses noted that additional persistent identifiers types such as ARKs and the Handle system should be accommodated. These types are currently not widely used in the Earth sciences. These persistent identifiers can be added to the “Other Citation Details” sub-field if needed. The GCMD staff will monitor other persistent identifier types and consider accommodating them if necessary.

My only suggestion is that you not limit yourself to DOIs. DOIs are the dominate persistent identifier for citations at the moment, but others are also used, notably ARKs. I suggest you make the addition a two part field: one for the identifier itself and the other for identifier type. You probably want a controlled list for identifier type. The fields should also be repeatable. I think this will allow the GCMD to be more flexible and adaptive to how data citation practice evolves over time.
