[Esip-preserve] Identifiers

Bertrand Russell (and the barber who doesn't shave all the people
in his village) would have fun with that.  Or, to put it other terms,
is falsifiability of data set inclusion situationally dependent - sort
of like fuzzy logic with probability of falsifiability?
