[Esip-preserve] Monthly Telecon Time

The doodle poll showed a preference for the 1st week over the 3rd, but
there is a conflict with an EarthCube meeting on the 1st Wednesday at
3:00pm-4:00pm Eastern Time.  Recommendations on the telcon were to
push the meeting back 1 hour to resolve the EarthCube conflict.

I've therefore created another poll, for either 3:00pm or 4:00pm
Eastern time, the 1st Wednesday of each Month.

The results of this poll will be used for the meeting of May 2, 2012,
and also for every future month, so please vote for your preferred
time even if you can't specifically make the May date.
