[Esip-scicomm] expanding the group to the unconverted

I was totally remiss for P&S - we do have a list from Wade's FUNding Friday
work of potential new ESIPs *and* ESIPs that would fall into the kind of
connections everyone spoke about.

I don't know the status of the file, ie where is it, but will hopefully
know more (unless Rebecca or Annie B. knows) by March.
