I like your previous ones better. You could probably sell me on the
'id' if you really tried, but I don't like including the agency in
there.
I like algorithmicly being able to determine the URI from just
scheme/identifier without having to have knowledge of or looking up
any other metadata -- that's all the agency really is, just more
metadata you have to know to figure out the URI.
