[esip-semantictech] promoting new ontologies in an ESIP semweb portal

These might be different, but related, questions. If the goal is to
advertise ontologies published _to the portal_, you could email...probably
all the groups/lists we are familiar with, and/or tweet ontolog-forum,
ontology summit, or... at ge0semantics...there are other established
individuals that you may want to...hashtag (Pascal and Peter Fox for
example). I suppose the same applies for advertising the portal itself. A
paper would be good; so would blog posts from ESIP and/or AGU. Perhaps
EOS or...whatever EGU's version of EOS would be an appropriate place to
"advertise"?

If you are referring to the ontologies themselves, any published material
should be linked to the ontology somewhere in the portal (IMHO). Further,
those looking to publish may be interested in the handful of journals
accepting "ontology papers". Sometimes these are short papers focusing on
the ontology itself, others require more...decoration.
