[esip-semantictech] Next ESIP Semantic Technologies Budget

Hi Lewis,

Attached is the budget spreadsheet that was submitted last year. Please note that only item 2 was actually funded. I was still coming up to speed with how the budget process worked and didn’t properly justify the other items. Item 1 was declined because we can’t do discretionary travel. We also can’t fund internal travel to an ESIP meeting. We may be able to fund a specific external meeting where our presence is needed, but only with specific info provided on the meeting and why one of us needs to go. Students must come from the fellows program so we couldn’t get funding for that either.

We’re also not able to pay an hourly rate for a deliverable; however, a fixed price item like 1 year of mid-level AWS service for say a portal is allowed.
