Hello SemTech,

As we continue to grow our community and see interest within data semantics and semantic technologies increase, the Committee budget is an even bigger item for us this year.
Although the budget topic was discussed at the ESIP Summer SemTech Commiteee business meeting, we did not arrive at any plan which outlined how we allocate budget to grow and sustain our community activities. For those that are interested, notes from the business meeting can be found at [0].

Now is the time for us to produce budget items which align with our community growth plan. We do want all budget proposals to promote strong collaboration on the items identified in [0]. Inherently, all budget requests must be clearly linked to ESIP’s 2015-2020 goals.

For those that were not at the committee business meeting, it was stated that ‘some time ago’ it was envisaged that the ESIP Semantic Technologies Committee would have an annual budget of some $50K. This was accompanied with a qualifying statement that it was also intended that we would reach the $50K over time e.g. it is ‘probably’ not reasonable for us to jump to that sum in this year’s budget request. With that being said, I feel strongly that we have demonstrated enough growth, participation, persistence and endurance that a significant budget increase is reasonable.

So, what is the plan? Well for the time being,

  1.  we are looking for individuals to take the lead on stepping up to take on some project(s)  e.g. what do you want to do
  2.  a brief accompanying description should highlight the purpose, community benefit and contribution to our growth strategy
  3.  briefly detail the level of effort
  4.  Finish with an estimated sum for the service as required foir meet the project deliverable… it’s as simple as that.

An example could be leading the organization of a community workshop at a strategically relevant conference which progresses the field of semantic harmonization… this is something which members of our community have had excellent success with. The model they have created can be replicated and if this needs financial support to grow further and flourish then it could easily be justified.

At this stage, nothing is off limits really… let’s just get some ideas down in the following document [1]

Dear Committees:

ESIP annually solicits budget requests from its committees and working groups to support community activities. The current request for budgets is for Fiscal Year 2020. You can find a budget template, a budget justification template, and an overview at the following link http://wiki.esipfed.org/index.php/Federation_Documents#Budget_Requests.

Note that "Committee and Working Group Budget Policy," is here<https://github.com/ESIPFed/Governance/blob/master/ESIP%20Policies%20and%20Procedures/3.0%20Business%20and%20Finance/ESIP%20P%26P%203.3F%20Federation%20Committee%20Budget%20Request%20Policy.md>. The main change is under "General Provisions":

All budget requests should be clearly linked to goals outlined in the the ESIP strategic plan (http://wiki.esipfed.org/index.php/2015-2020_Strategic_Plan).

Some things to consider:
If you have any questions about the budget request process, please feel free to ask Rebecca (treasurer at esipfed.org<mailto:treasurer at esipfed.org>) or Erin (Slack: @erinrobinson, Erinrobinson at esipfed.org<mailto:Erinrobinson at esipfed.org>).  Budget requests should be submitted to Ficom directly via email cc'd here by August 30, 2019.
·         Budget requests can be for project deliverables, based on an approved fee for services and not on an hourly rate.
·         Budget discussions within committees and working groups should be clearly announced prior to the relevant meetings, through committee/working group listservs and to esip-all.
·         Process for selections of any sub-awards should be described (e.g., competed within the group).
