[esip-semantictech] Upcoming Changes To The GCMD Keyword Management System (KMS) API

For your information, the GCMD Keyword Management System (KMS) API<https://gcmdservices.gsfc.nasa.gov/kms/>, both the dynamic and static instances, is expected to be migrated to a new URL by May 2020. Once this new URL is public we will send out another communication with further information and request that users of the existing API, and applications that point to it, switch over to the new URL. There will be a transition period where both the old and new URL will exist to allow users time to make needed changes and minimize any end-user impact.
