In general (and between # 1&2) I opt for using Federation in a name. But other names include:
4. Coalition
5. Consortium
However...a name will ideally express coverage/scope (including #3), so it'll be helpful to first determine scope. Ruth made a good point about space and planetary concepts). Consider...
Will the project only include ontologies? What about other knowledge/semantic resources? If not, then broader names include...
6. Earth System Knowledge Representation Federation7. Earth Science Knowledge Organization Federation
What is intended meaning of 'space system'?
(One of my focus interests is space ontology, and in astronomical and astronautical discplines, this term has been used in a variety of ways, while simultaneously being very generic)
A name for Earth science only...
8. Earth Science Ontology Federation.
Earth science already has quite a large scope (various phenomena/processes/systems of Earth). (Is it too broad a coverage to extend to outer space? Will it be overreaching?)
Or...
9. Distinct projects with distinct names.Earth science can form one project, and Space science another, each with it's own name.

10. Planetary Science (All planets) = Planetary Science/System [...] Federation.If ESIP will be about semantic resources for other planets, then have a broader name to encompass all planets
etc. ...
