[Esip-viz] change of date for viz telecons

Howdy all,

Due to the telecon insanity that is becoming Mondays, we have decided
to move the visualization cluster telecons to the fourth Wednesday of
each month at 3pm ET. So our next call will now be February 22.

For our next call I would like to have a planning meeting and come up
with some direction and goals for the next year. I will send around
some potential discussion points before our next meeting.
