I think we may still go with OPTION 1, since we are not the authority of the DOIs (that is DataCite), but we are the authority of the query PID and so we can more logically add in that information.

In terms of bundling up DOIs for simpler citation by end-users, that's a problem we still intend to tackle but not within our current funded project. The approach that I'm imagining is to use the concept of dataset collections which can get their own DOI, and have them be associated with the child datasets which already have their own DOI. Initially we'll probably offer some structured collections (e.g., consecutive deployments of the same kind of instrument at the same site), but then I hope we also continue on to having capabilities for users to go through their history of dataset downloads, selecting any collection to their liking and then press a button for us to automate generation of a new DOI and landing page for their customized collection that they could more easily cite which ever group of datasets they used from our repository (and still in a very specific way). I'd like to further vet those ideas here and within the the RDA Data Granularity group.

        Thank you for the reference to the TCDL RDA Guidelines paper, Reyna.  It was an interesting read and certainly a challenging proposal for many repositories to aspire to.

        My opinion in favor of Option 2 is not really based on having tackled this problem before, but based on the notion that the ONC localized identifier would remain connected to the base DOI.  It just keeps everything together.  This is, of course, assuming you are the minter and maintainer of the DOIs themselves.

        The solution proposed in the Guidelines paper seems like it would work for single subsets of single data sets, but how would a scientist specify an identifier for data that was gathered from multiple datasets and then combined?  It would be a very long list of data-center provided PIDs, which doesn't address the problem of compactness in a paper if they were so referenced.  Is it the scientist's responsibility to compose a single PID landing page for their compositions?
