It depends on how you are defining a namespace.  One definition is any  
vocabulary. Another is any controlled vocabulary.  A third is a  
vocabulary managed as part of the web (or better, the semantic web),  
or in some other system that formally provides namespaces. (See [1]  
for definitions.)  Basically, the more restrictive your definition,  
the fewer namespaces that are available.

I am assuming with this answer that you are willing to spend the time  
to reformat these vocabularies as machine tags, Hmm, that may be a  
silly assumption -- I suppose you will just hand-enter the tags, so  
you just need a way to look up the terms, right?  So depending on the  
domain(s) of interest, there may be a variety of community  
vocabularies that will be suitable, and even lists of vocabularies,  
like at MMI [2].

The one vocabulary that I start with is the Climate and Forecast  
standard names [3], since a lot of attention has been paid to  
normalize those terms and make them very clear. (That said, the CF  
terms don't fill the domain space, they are a bit focused on  
modeling.) The published GCMD terms have accumulated more, umm,  
organically over the years, so you can find more irregularities in them.
