[Bessig] Feedback: a Data Decadal Survey?

Hi BESSIG,

I'm writing to ask for your feedback on an idea that came from Dan Baker 
at our October BESSIG panel discussion on science policy.  Dan 
coauthored the recently released decadal survey, "Solar and Space 
Physics: A Science for a Technical Society."  At our meeting Dan said, 
"How about a decadal survey for data?"

I thought that idea sounded interesting, and ESIP seemed like the 
perfect venue to explore it.  So, there will be a session at the January 
ESIP meeting, "Is it time for a Data Decadal Survey?",

I'm writing to you now to ask for feedback on this idea as I plan the 
session.  My goal for the session is to identify and consider pros, 
cons, etc. and take the pulse of the community.
