[Bessig] informal BESSIG meetup for software discussions?

Anne - Thinking about this a bit more. If BESSIG was under the umbrella of
ESIP as a local cluster, ESIP-Boulder, there wouldn't be an issue in
supporting and providing the financial backbone. The Drupal WG, for
instance, is going after sponsorship to support Drupal-specific activities
and we are managing funds.

The big question to you and the group is would you want to rebrand to be
ESIP-Boulder instead of BESSIG?
