It's been a few weeks since the last "What's New" so there is a lot to
report. I attended the 83rd AMS Meeting in Long Beach Ca. the week of Feb.
10th. A search of the proceedings for references to the ESIP Federation
revealed 9 papers. The paper titles and institutions are listed here. Full

FEDERATION NEW BUSINESS

1. 3rd SEEDS Public Workshop: The deadline for registration for the 3rd
SEEDS Public Workshop has been extended to March 7, 2003. To get an accurate
count for planning purposes, please register now. For more information:

2. The National Oceanographic Data Center Applies for Federation Membership:
The NODC letter of application has been posted to the website:

3. Federation Summer Meeting: The Federation's Executive Committee selected
Boulder, CO to be the site for the 2003 summer/annual meeting. The meeting
is tentatively scheduled to be held during the week of July 28, 2003. Carol
Meyer invites anyone interested to become a member of the planning committee
for this meeting. Especially needed is help developing an exceptional
program to inform REASoN awardees who likely will be present at the meeting.
Those interested in serving should contact Carol by February 26. Most of the
work will be done via telecon and should take place during the next couple

4. The Information Technology & Interoperability Committee will hold a

C. Information Technology resources within the Federation
The Federation Foundation has begun to pursue fundraising activities, based
in part upon areas of Federation expertise.  How can we package our
information technology resources/expertise in support of these activities?
D. Federation Summer Meeting 
For the Summer Federation Meeting, we should discuss the Technical Workshop
and an orientation for new REASoN members.  The meeting will be in Boulder,
just prior to the DLESE Meeting (also in Boulder).  The DLESE skills
workshop is Saturday Aug 2; this creates a potential opportunity for joint
activities (such as a track for education data
users)

PARTNER PROFILE - Mid-Atlantic RESAC
---------------------------
The partner in the spotlight this week is the Mid-Atlantic RESAC. The
Mid-Atlantic Regional Earth Science Applications Center is one of  7
regional centers funded by NASA's Earth Science Applications Program. It
leverages the UMD Geography Department's expertise in satellite remote
sensing and the work of a diverse consortium of 36 partners in Government,
Academia, Industry and NGOs to address applications of regional
significance.

FEDERATION FEATURE

ICESat Instruments Activated
Bob Schultz, GLAS (Geoscience Laser Altimeter System) science team leader
for ICESat, reports that the Blackjack receiver has been powered on and the
first GPS data were recorded Jan. 17. On Feb. 20 Starting with a tracking
pass over the Svalbard (Norway) ground station, the first steps in
activating GLAS laser #1 were taken. The ICESat mission will provide
multi-year elevation data needed to determine ice sheet mass balance as well
as cloud property information, especially for stratospheric clouds common

The world's mountain regions, considered indomitable and unchanging, are
gradually being tamed as more and more land is converted to farming and
grazing, a new survey shows.

NASA'S SORCE SATELLITE SOARS INTO SPACE TO CATCH SOME RAYS
NASA's Solar Radiation and Climate Experiment (SORCE) successfully launched.
SORCE will study the sun's influence on the Earth.

NASA JOINS SNOW STUDY OVER THE SEA OF JAPAN
NASA and two Japanese government agencies are collaborating on a snowfall
study over Wakasa Bay, Japan.

Jason-1 GPS Flight Data Now Available From GENESIS
Jason GPS data from Jan. 13, 2002 through Jan. 23, 2003 is now available for
download from GENESIS http://genesis.jpl.nasa.gov/html/index.html. In
addition to being publicly available, the data are being used by members of
the TOPEX/Jason POD Working Team as part of their calibration & validation
activities. To download data visit the GENESIS website and fill out a
registration form
