[ESIP-all] new grant opportunity

the DOI has released a new grant opportunity to fund regional climate
centers.  The closing date is June 18th and the funding is upwards of 7.5
million.

 Eligibility is  for institutions of higher education and other nonprofit
organizations interested in hosting Centers in the Northwest, Southeast,
Southwest or North Central region.   more information can be found at the
