[ESIP-all] ESIP Expert Skills Working Group telecon friday

The ESIP Expertise Working Group will have its second telecon this Friday, at 2:30pm ET (11:30am PT). The ESIP Skills Database has begun to be populated (during Summer meeting registration). The purpose of the upcoming telecon is to look at what information has been collected and evaluate how it can be applied and further populated in the future. 

This searchable database will be useful for:
- spawning new collaborations within the Federation
- finding "advisors" to work with GEO teams on funded "Earth Observations in Decision Support" projects
- potentially, a skills exchange "bank" where hours are earned by providing a technical service to some Federation member, and then spent to obtain a service from a different Federation member
