[ESIP-all] The Web Services Cluster

Hi George,

I can provide a little context for the API question if you'd like. There's
been interest around ESIP for a couple of years, but to fully integrate
OGC, OpenSearch and OPeNDAP/THREDDS APIs into something like Swagger/Open
API is not straightforward. For me (and this issue was part of why I
restarted the cluster last year), it's something that would have a lot of
benefits, especially in light of one of James' questions on underuse of the
services. I would like to see the discussion at a larger community level -
OGC, ESIP, and some of the geospatial tech crowd, my $.02 anyway.
