[Jenn's perspective:] Obviously an interest in environmental policy is
good. What I think is needed to be a strong candidate for this position
are: being tech savvy with data management systems; ability to analyze vast
amounts of data and synthesize/distill them into easily digestible
summaries and reports; ability to communicate complicated information in a
user-friendly manner; ability to collaborate with a wide diversity of
people, personalities, work styles, and geographic locations; ability to
juggle many competing tasks, deadlines, and priorities; ability to adapt to
constantly changing parameters; and a desire and ability to look for and
develop policies/protocols to improve efficiency and effectiveness in all
aspects of the work. Extra bonus points for skills in facilitation,
conflict resolution, and project management.

*Environmental Policy Specialist *(Silver Spring, MD)
*Federal contractor position (thru ERT, Inc.) supporting NOAA*

*Responsibilities:*


   - *Coordination and Facilitation*: Support the Damage Assessment
   Remediation and Restoration Program (DARRP) Trustee Management Team (TMT)
   by coordinating and facilitating decision-making and meetings between the
   NOAA Fisheries Office of Habitat Conservation (OHC) Restoration Center
   (RC), the Office of Response and Restoration Assessment, Assessment and
   Restoration Division (ARD), General Counsel – Natural Resources Section
   (GCNR), and case team leads or regional managers; support the TMT in
   developing materials like briefing packages for NOAA leadership and
   assisting on the preparations for annual briefings for NOAA leadership;
   function as a regional liaison between the RC DARRP program and case
   management teams.
   - *Policy Development*: Provide technical assistance for the development
   of draft policy papers necessary to address program changes related to new
   legislation; work with the National Environmental Policy Act (NEPA)
   compliance team in support of policy efforts related to changes to NEPA
   regulations.
   - *Data Systems Management and Tool Development*: Identify, recommend,
   and support development of process improvements leading to more efficient
   DARRP operations; coordinate with ARD Spatial Data Branch staff in
   developing solutions for data-related products; support data management
   systems and products including but not exclusive of Restoration Center
   systems, Coordinated Business Application Suite (CBAS), and the Data
   Integration, Visualization, Exploration, and Reporting (DIVER) program.
   - *Case Docket Management*: Support DARRP case leads and Regional
   Managers to update and maintain case status and coordinate case
   administrative processes including records management and case closure as
   needed; manage docket data associated with the evaluation and restoration
   of environmental injuries from hazardous waste releases, oil spills, marine
   debris, and vessel groundings; coordinate with regional staff on relevant
   information and data tracking.
   - *Outreach*: Assist in the coordination of press releases, events and
   other outreach activities and products to publicize the efforts of the
   program and individual projects.


*Required Skills:*
6 years of experience leading to the following:


   - Understanding of environmental policies related to Natural Resource
   Damage Assessment cases including Oil Pollution Act (OPA), the
   Comprehensive Environmental Response, Compensation, and Liability Act
   (CERCLA), and National Environmental Policy Act (NEPA); and other laws
   related to protecting and addressing harm to natural resources.
   - Understanding of science and policy related to the conservation,
   protection, and restoration of marine habitats and fisheries.
   - Strong project management skills including project scheduling,
   budgeting, and ability to handle multiple, concurrent, and competing
   projects and responsibilities.
   - Strong coordination and facilitation skills.
   - Excellent oral and written communication skills.
   - Proficiency in computer use including Microsoft Office Applications.
   - Ability to present information through the use of data visualization
   tools such as Power BI.

*Desired:*


   - Experience in dispute resolution or conflict management.
   - Experience in working in a government office.
   - Experience in government document retention requirements.
   - Information technology skills and experience in data management.

*Education:*
Master's degree in Environmental Policy, Environmental Science, related
discipline, or equivalent.
