[Esip-citationguidelines] DOIs for data at multiple repositories

Folks,

Here at NCEI we do try to use the related item/cross reference/aggregation
information capability in our ISO metadata to relate our collections (with
or without DOIs) to the other instances of the same data (with or without
DOIs), and if the other data set has a DOI then we use the DOI in that
cross reference.

We do not share DOIs with other organizations.
