[Esip-cloud] Cluster telecon Monday, Jan 27 at 1PM EST. Cloud data optimization

We will have our regularly scheduled telecon on Monday at 1PM EST.  For
2020, we will be focusing heavily on cloud data optimization, as several of
us met and discussed at the Winter Meeting.

Topics for the telecon:
1. Introduction of the general shift in focus for those who were not
present in prior meetings
2. Brief summary from members of existing efforts, results, and/or metrics
for optimizing cloud data (If you have done work on this, please come
prepared to talk!)
3. Determining near-term goals and outputs of the group from where we are.
4. Actions ahead of the February cluster meeting
5. Potential shift in meeting time to 12PM to better accommodate European
time zones.
